Grand jury indicts Clayton mayor

Clayton Mayor Tom Ramey Sr. was indicted Wednesday by a Rabun County grand jury on two felony counts of violation of oath of office by a public officer.
According to court documents, Ramey violated his oath by requesting City Clerk Pat Bussiere to "order for him from a vendor of Clayton a set of automobile tires to be placed on an automobile belonging to the wife of the accused, which was a violation of the code of ethics ordinance of Clayton."
The second county charges Ramey with violating his oath "when he negotiated for his sons, Horace Ramey, Thomas Ramey Jr. and Jeffrey Ramey, the purchase of a parcel of land belonging to George and Loma Presley (sic), over which a sewer line was to be placed."
The charge states the land purchase created the appearance of using his office for the purpose of personal gain, a violation of the city's code of ethics ordinance.
"I think that it's a shame they have let things get out of hand," Ramey said Thursday morning regarding the indictment. "What I was doing was for the benefit of the city."
Rabun County Clerk of Court Holly Henry-Perry said Ramey would be arraigned Tuesday, Sept. 23.

" Let me get this straight. He buys tires for his wife's car from city funds, and he says it is for the 'benefit of the city?' Perhaps he thinks the citizens who voted him in will believe this bunk! Now indict him for ruining the flood plain and Stekoa Creek, among other unlawful acts. "

" For starters, how can you say the name goes along way? Did he not get indicted? Linda, do you know what an arraignment is? It is a chance for the accussed to plead guilty or not guilty. That's all. Of course, he will plea not guilty. Everyone pleads not guilty at the arraignment unless a plea has already been worked out. Harry, I can hardly address your out of the ballpark claims. If you have evidence of a criminal act you as a citizen can request a warrant hearing. Of course Harry, I understand you don't either want to get involved personally or you just do not have evidence. I am not in favor either way. I just wish people stood by the facts instead of making them up. "

" Did anyone bother to ask if he paid for those tires? Didn't they give the land away? There is actually some good that came out of that. I am not saying he is perfect but at least get the facts. "

" Ted, I don't know how long you have lived here but my parents rented from the man. We know Mr. Ramey and know what he is capable of, no reason to debate it here. We know what happens if you take the old guard to task in a small town where everybody knows everybody. In my job I have an expense account. If I abuse that I don't even have to ask what happens. I would not be shocked if I was hauled to an arraignment. I do agree the arraignment is just what you say, guilty or not and he will say not. He will have his day, and depending on who the judge is maybe justice will be done. There is that name thing again. I hope the truth plays out no matter who it benefits. "

" Ramey did pay for the tires, and the sons donated the land. But the question is, is it fair for a mayor to purchase tires using the city's general fund for a government discount even if he pays the city back the next day? Ordinary citizens do not have that option. Also, using "inside" information to negotiate a land deal for family members is the other question. It doesn't matter if the land was donated in the end, it was unethical behavior on the part of the mayor, if a judge finds substantial evidence exists proving guilt. "
